I don't really know, and to be honest the film never really cares about the plot, the characters or indeed the fighting sequences. The action scenes in this movie are very bad. Van Damme features very little in the movie and when he does, its in such a banal villain stereotype that one just has to chuckle. When he learns that a ruthless contractor is trying to take over her land, he helps her to fight against the injustice.
It was surprising to see van Damme as some kind of bad guy, and as a Soviet.

Annnnd its all over in less than three minutes, yep a few kicks, a few ducks and parries, a bit of blood around the chops and its all over. 29,155 talking about this. In a violent and corrupt prison, decorated cop Louis Burke must infiltrate the jail to find answers to a number of inside murders. Thank goodness I borrowed this from a neighbor so it didn't cost me anything except the time I wasted watching if.
In the end the plot goes MIA halfway through and it all becomes a very lame excuse just to get Kosugi facing off against JCVD (in a pretty location). Was this review helpful? Then, Andre first gets shot by the Black Eagle's sidekick, then he gets sucked into a boat's propeller after diving into the water to save his girlfriend. It had to lead up to some sort of big showdown with guns and plosions. Good location shooting on Malta, a very historical island and fun vacation spot. He also has a sidekick, some other skinny dude who aids him with intel. As this is the last self-proclaimed "men's leather bar", they sure don't feel that way most nights. Is it about Soviet Forces putting heavy pressure on the Maltese government to become a Soviet satellite country?
